There isn't anything special in the API that would let you do this. You could send the user directly to the ask a question page.
I fiddled with trying to get it so that I could post directly to an answer page or comment page via the FireFox plugin I created but if I remember correctly there wasn't an obvious way to get some key that was required to do the actual POST.
