Developing Is developing, with Stackexchangethe Stack Exchange API, possible on my local machine?

I'm sorry if this question seems trivial for the most of you but I'm not very familiar with OAuth and the Stack Exchange API.

Is it possible to use this API in local environment for the development process? Or it is mandatory to have a development server with a domain name?
