This has started happening intermittently again just now. Could it be related to moving facilities or testing failover like I heard about on a recent podcast?

These limit are per-site, per-day - is this still true for API v2 where all API calls are through api.stackexchange.com or was it only for when each site had its own API v1 like api.travel.stackexchange.com? At least without a key it seems I use up my "just hacking" limit even when spreading experiments over various sites.

Yes I tried Chrome, Opera, and Firefox+Greasemonkey and edited the post. Not as boldly as your suggestion since I didn't want to annoy people that were just going to get the source code rather than an install.

Both good points. In Chrome and Opera you can't install directly from a link to a user script any more, but if you can with Firefox then it makes sense. I'm not sure which wording will be best though or what happens in Firefox without Greasemonkey installed. I'll try to sort out the "adding the same tag multiple times" issue.

Yes I would definitely intend to throttle my retries. Some of the things I'm playing with fetches lots of data at the start then the user can browser/manipulate it in various ways that will last a while, so far not needing to use the API further. So I could wait 5 seconds before retrying the lost data since the user could still be using it for a much longer time.

I ask about simultaneous requests because sometimes you know know the minimum requests you will need, and you could make them all at once to be better for the user, or one at a time to be better to the API. So I guess I want to know if I should try to balance these or always go easy on the API. (One example is getting every page in a list, in my case the tags and tags synonyms lists.)

Yes I don't have any apps yet. Just toy ones or experiments. So with access tokens, those are something a user of an app of mine would provide, not something me as the app dev would ever know, is that right?

I'm starting to get the impression one is to verify my app is registered and the other is to verify I'm allowed to look at a given user's data? (So far I've had not need to look up per user data.)
