There sure is.
From the application page:
StackTracker
StackTracker, a cross-platform desktop notifier for the StackExchange API built with PyQt4
According to the page, Windows is a supported platform.

I'm new to SEApps, and given the design of it, I apologize if bug reports are not supposed to be "Answers". Please let me know and I'll move it to the OP comments.
That having been said, I just installed this extension, and have a problem. Why can't I manually specify an OpenID in the extension configuration? I don't use a common vendor, I have my own.

Design Conversation:
in reverse chronological order.
part the Third: in which code poet waxes v1.
After the unexpected divine intervention of Brian, the developer of Growl for Windows, I was able to refactor the evolving custom pin-able update-able displays into much slimmer and much less complex code. The updates are now batched by the server, ...

This is currently disabled on Firefox plug-in page:
Mozilla.org > ADD-ONS > Extensions > Swatch
Are there issues with this 'by-passing' controls, or allowing extra privileges?

This seems to have worked so far great (on FF4b2) its got the mentions for my SO and SA. However I can't add my stackoverflow username, I can add my SO and SA username but not SO. I type in Jonathan and it doesn't come up with my avatar. Could you make it possible to type in the number ID directly, without having to search for usernames. You'd only need to ...

This is a very slick, awesome-looking extension with lots of potential.
My main feature request would be for the ability to be notified of changes to any question (not just your own), the way that StackStalker does it. This would be great since it looks like StackStalker's author has lost interest in it and hasn't added support for arbitrary Stack Exchange ...

Have been using this for several days now.
Every so often I'll get a bunch of reputation notifications--"a bunch" as in one for every site the app is monitoring. Am I correct in thinking that this is because there's been a network-wide recalc, or is there some other reason for this?
Edit: This is happening several times a day. Obviously not due to a ...

thanks for the app. I do however, feel that it overloads me for two reasons:
it shows me all new questions for a site. Would be much better if I could select the tags for which I want to see new questions;
it flashes too quickly, and I can't look at all notifications. If we could configure the display time, would be awesome, or the display time could ...

It would be really nice if somebody could rewrite this as a Greasemonkey script using Desktop Notifications, so that I could use this with Firefox.
In case that last part left you thinking that there's something wrong with me, take a look at this. :)

I will join others in saying that this is a great application. I do have a few suggestions, though.
Make it clearer for which sites reputation is shown. As far as I can tell, Newt only displays reputation for one's top three sites, but there may be some other heuristics at work, as well.
Include a link to the selected user's network profile.
Include ...

Currently, no. The inbox isn't exposed (as doing so would require user authentication, which is also not yet available).
However, most of what goes into the inbox is available* via the API. Look into /users/{id}/questions and /users/{id}/mentioned.
*Polling (very occasionally) with sort=activity/creation and min=<last time you polled>.

Two problems that I have:
My display username is "Nomæd" with a unicode letter æ, but it appears as instead.
I have 6 associated accounts, and the main one is http://atheism.stackexchange.com/ but I can't make it appear in my list of accounts in any way.
Anyone has solutions, mainly for problem no. 2?

I came across this when I was looking for a web-based notifier, and it does the job quite well. The one gripe I had with it is that it doesn't use desktop notifications, and I would have to constantly tab back over if I wanted to see what it came up with.
Anyway, I hacked away at it for a few hours and did a basic implementation of desktop notifications, ...

I tried it out on Windows 7 running the latest version of Growl for Windows, and I had no problems:
My only request - please make a GUI!
GUI Mockup
Rather than trying to describe what I would want in a GUI, I'll show you:
The main settings page - you could also add options like "Start soapi with Windows", etc. Ideally, soapi would start minimized as an ...

Possible Improvment
Here is what I think good for a next version
Place the (v:X|a:X) part at the end of tag list for a better question visibility <- DONE
Improve terminal output to refresh (v:X|a:X) values of older question (and may be removed answered one from screen) using curse or something like this.
Any comment are welcome
