That's a bug. a naked query should return all comments, you should not have to specify min=0 (which is basically a no-op).

Jon's comment history finally grew large enough to overflow some limits in that query. Its been fixed.

It is something of a historical accident that this method returns markdown, however it has become too dangerous to change it. Consider it status-bydesign for 1.0 and 1.1.

You can request a user's questions and answers, and include comments=true as part of the query. This will include all of the comments for the post in question.
