What is the best way (free app) to archive files and add description (or tag) to them, and search and find them by tag?
something like collection apps.

Why don't the tags APIs expose the tag IDs?
It seems that all tags have an internal ID, for instance here on stackapps, the api-v2 tag has ID 2442 which you can only see if you edit the api-v2 tag.
